Saudi Arabia’s airport sector operator, Matarat Holding, has awarded a contract to Spanish engineering and technology group Sener to update the masterplans for five of its major airports – Yanbu, Tabuk, Al-Baha, Al Jouf, and Al Gurayat.

As part of the deal, Sener will conduct a detailed analysis of each airport’s traffic patterns, tourism potential, facility requirements, capacity and environmental impact. The study will also forecast future demands and assess resource investment needs.

Sener has a track record that includes work at more than 190 airports and associated facilities around the world. For example, it was involved in developing the master plan of the New Mexico City International Airport (NAICM), and in the construction project of the Lublin airport in Poland.

In Saudi Arabia, where Sener has an office in Riyadh, the company has contributed to major projects, including the Riyadh Metro, enhancements to the Red Sea Gate Terminal, and technical studies and consultancy services for the Royal Commission for Jubail and Yanbu.

Announcing the contract award win, Sener said these updated masterplans will provide Matarat Holding with advanced tools for strategic planning and decision-making, enabling it to support the Saudi national aviation strategy, attract global investment, and enhance the country’s position as a regional and international aviation hub.

On the contract win, Mario Neves, Regional Country Manager of Mobility, Middle East, Sener said, “We are happy to put our experience in the airport sector at the service of the Matarat Holding Company. An airport is one of the most complex facilities in the field of transport: due to its high technical and operational requirements, it demands the cross-cutting application of different disciplines and advanced technologies. The collaboration also aligns with Matarat Holding’s commitment to transforming the Saudi airport sector into a global benchmark for sustainability and efficiency, in line with Saudi Vision 2030.

Meraas has awarded a construction contract worth over US $270mn to China State Construction Engineering Corporation (Middle East) for Bluewaters Bay. Following the response received for the project, this milestone marks a significant step in creating Dubai’s next waterfront destination, with completion scheduled for Q4 2027.

Bluewaters Bay will feature two residential towers linked by a dynamic podium, offering 678 apartments, ranging from one to four bedrooms, including penthouses. The development will also host retail and F&B outlets on the podium level, complemented by amenities such as a garden, outdoor pool, children’s play area and barbecue facilities.

Saudi Arabia’s Oil Sustainability Program (OSP) has announced the launch of a new consortium in collaboration with NEOM and a raft of selected international partners, NovusCrete. This initiative aligns with the goals of Saudi Vision 2030, which aims to strike a balance between economic growth and environmental sustainability.

The consortium partners include the Kingdom’s sovereign wealth fund PIF (Public Investment Fund), the Saudi Investment Recycling Company (SIRC), as well as leading Swiss specialty chemicals company Sika and US-based startup ClimateCrete.

The move is aimed at developing sustainable and innovative technologies in concrete production, focusing on reducing the carbon footprint of the construction sector and enhancing the environmental efficiency of the materials used.

The new consortium is supported by leading local and international entities, including the American Concrete Institute (ACI), which established ‘Committee 243 – Seawater Concrete’, responsible for developing reports, guidelines, standards and codes on the use of seawater in concrete.

The agreement was signed by the consortium partners in the presence of Prince Abdulaziz bin Salman bin Abdulaziz, the Minister of Energy as well as Chairman of the OSP Supervisory Committee.

The NovusCrete Consortium, led by OSP, aims to develop standards and codes on the use of seawater in concrete and promote sustainability in the building and construction sectors by recycling waste, extending infrastructure lifespan, and reducing the environmental impact of the sectors.

According to OSP, the consortium marks a strategic milestone in fostering innovation and advancing sustainable development through the adoption of cutting-edge solutions designed to meet future demands.

Prince Abdulaziz bin Salman bin Abdulaziz commented: “The consortium focuses on creating new opportunities for the building and construction sector, the manufacturing sector and the Saudi value chain, and supporting the development of new technologies that can deliver sustainability and cost benefits.”

The consortium seeks to accelerate technological advancements in sustainable concrete solutions, while giving priority to localisation, via the use of seawater, polymer-based materials, recycled construction and demolition waste.

Through this collaboration, members aim to facilitate the adoption and expansion of seawater concrete applications, reinforced with Glass Fiber Reinforced Polymer (GFRP) rebars and other sustainable materials in the building and construction sector.

The participating parties aim to empower the local construction sector by focusing on environmental protection, driving innovation, and supporting the local economy – efforts led by OSP.

The second edition of the Critical Infrastructure Summit (CI Summit) will take place on 26 February in Dubai, the Big Project Middle East (BPME) editorial team has confirmed. The event follows on from the successful first showing of the event in 2024, which focused on data centres, sponge cities, next generation airports & seaports, and urban mobility.

The BPME editorial team has said that the 2025 edition of the CI Summit will focus on a selection of other themes including: public transportation infrastructure to support the growth of key regional cities; how cities can prepare for the growing number of extreme weather events brought about by human-induced climate change; green public spaces and their key role in enhancing health and wellbeing and managing a city’s carbon emissions, and soft infrastructure.

Dubai’s Roads and Transport Authority (RTA) has awarded a contract worth US $408.39mn for the Al Fay Street Development Project.

The project extends from its intersection with Sheikh Mohammed bin Zayed Road, passes through Sheikh Zayed bin Hamdan Al Nahyan Street, and continues to Emirates Road. It includes the development of five key intersections featuring 13,500m of bridges and 12,900m of roads.

Mattar Al Tayer, Director-General and Chairman of the Board of Executive Directors, RTA, said: “Al Fay Street Development Project is a pivotal infrastructure initiative within Dubai’s road network. It establishes a new strategic corridor among the emirate’s main roads, significantly enhancing east-west connectivity. Al Fay Street acts as an extension of Al Khail Roads, stretching from its intersection with Sheikh Mohammed bin Zayed Road to Emirates Road.”

He added that the project will serve many residential and developmental areas, including Dubai Sports City, Jumeirah Village Circle, Dubai Production City, Jumeirah Golf Estates, Tilal Al Ghaf, Damac Lagoons, The Oasis, and Remraam. It will provide seamless and direct traffic flow along Al Khail Road towards Emirates Road, facilitate movement between Sheikh Mohammed bin Zayed Road and Emirates Road, and ensure smooth and safe mobility for road users.

Upon completion, the project will enhance Al Fay Street’s capacity to accommodate 64,400 vehicles per hour and serve residential and developmental areas, benefiting an estimated population and visitor base of 600,000.

Saudi-based Knowledge Economic City (KEC) announced that it has awarded a US $62mn contract to Alfaneyah Electromechanical Company for the provision of construction, electromechanical and plumbing services for its KEC Hub project.

KEC explained that Phase One of the project includes a mall and a five-star hotel property – to be managed by Hilton Worldwide – as well as a residential tower. The tower will comprise luxury branded residential apartments with upscale residential units, benefiting from the services provided by the Hilton Hotel.

Located in the northern part of Knowledge City on King Abdulaziz Road, the KEC Hub project will boast a range of elements including recreation, shopping, residential and entertainment services within the mall and the main (Boulevard) in addition to cafes, restaurants, the heritage area and a public park.

As per the deal, Alfaneyah Electromechanical Company will develop the 384-key Hilton Hotel Tower and also the  66-storey branded residences within an 18-month period. In its first and second phases, the project will occupy an initial area of 186,000sqm, which includes a rental area of approximately 122,000sqm.
